The USMCA panel report in Canada - Dairy TRQs 2023 was circulated on Friday. It's the fourth USMCA state-state trade dispute panel report since the USMCA came into force on July 1, 2020. The Mexico - GE Corn dispute is underway (the U.S. first written submission in that case is here), so we could have five reports by early next year, which would mean five in less than four years. Compared to previous North American trade agreements, that's a fast pace.
The CUSFTA came into force on January 1, 1989, and there were were five Chapter 18 panel reports circulated between then and June 1993, which means five in just over four years.
NAFTA then superseded the CUSFTA and came into force on January 1, 1994, and there were three Chapter 20 panel reports issued between 1996 and 2001, before panel blocking got in the way.
(It's also worth noting that USMCA has an RRM labor panel going on right now, as well as Chapter 10 binational panel review of AD/CVD and Chapter 14 investment disputes).
