Greg Shaffer and I think so in our new op-ed in the Hill, but not everyone seems to agree with us, as illustrated in this lively Twitter exchange with Dan Ikenson, Rob Howse and Simon Lester.
However, I think there might be some movement on this issue in the WTO based on new US WTO Ambassador Maria Pagan's recent statement that she "will spend a lot of time having these conversations with our counterparts at the WTO to make sure that we can restore the Appellate Body and the system to the way that we envisioned it at the beginning" and the recent statement by Chinese WTO Ambassador Li Chenggang that the issue needs to be considered "not only in the framework of Sino-US game, but from perspective of multilateral trading system, & perspective of a membership structure with increasingly divergent interests."
So maybe we will finally have a meeting of minds?
