"A WTO If You Can Keep It"

This is a brief announcement of my new essay "A WTO if you can keep it" published in Questions of International Law, November 2019.
The essay provides a historical account of the World Trade Organization (WTO) and examines the numerous challenges facing the WTO today. In particular, the essay looks at:
--the step-by-step development of the world trading system beginning in the 19th century,
--the growing disaffection by the US government from a law-based international order,
--the failure of the WTO to honor its commitments to China,
--how the WTO Appellate Body passed up an opportunity to save WTO dispute settlement, and
--the Paris versus Geneva standards for international rulemaking on climate and trade.
