DUTIES:
Manages and coordinates USTR legal and interagency legal resources in connection with U.S. representation in international trade disputes at the World Trade Organization (WTO) and under U.S. bilateral and regional free trade agreements (FTAs). Advises and trains staff attorneys on all aspects of WTO dispute settlement, including substantive legal issues, procedural matters, presentational style and litigation tactics. Develops and refines legal arguments and strategies, ensuring that attorneys properly consider cross-cutting issues. Reviews and clears legal briefs and other submissions.
Coordinates interagency decision-making on whether and when to pursue international trade litigation and interagency development of U.S. policy relating to international dispute settlement, including U.S. negotiating positions on amending WTO dispute settlement rules and drafting of FTA dispute settlement provisions. Chairs Trade Policy Staff Committee Compliance Task Force, which serves as a forum for interagency information-exchange on current and potential international trade disputes. Works closely with the staffs of relevant Congressional committees on litigation priorities and legislative implementation of dispute settlement results.
