Can your readers please answer this question. Could the US President temporarily lower tariffs (to all countries) on his own without Congressional approval (under executive order). Perhaps he could justify it as a means of stimulating exports or to encourage development.
I am not aware of anything that would give the President the authority to do this. Anyone else have any comment on this?
