From BusinessWeek:
Beijing blocked imports of soybean oil from Argentina in response to anti-dumping investigations by the South American country on Chinese goods ranging from steel pipes to textiles, according to a state-backed trade group.
Isn't this a clear violation of DSU Article 23? Shouldn't concerns about anti-dumping measures be addressed through WTO dispute settlement? Of course, perhaps China would argue that its concern wasn't WTO-consistency. That is, it wasn't contending that the measures violate WTO rules or otherwise nullify or impair benefits. It just didn't like the impact they were having on its exports. Therefore, its blocking of imports didn't violate Article 23.
