From his debate with an opponent for his Senate seat:
Lautenberg said he hoped to win passage of a bill that says, “If you are part of a monopoly like OPEC you cannot belong to the World Trade Organization, which offers all kinds of commercial benefits.” If the bill is enacted, the senator said, he would move to oust Saudi Arabia and Venezuela from the WTO.
I'm curious to see the exact wording of the bill, because my impression of his previous bills on the subject was that he would simply call for a WTO complaint against OPEC. It is hard to imagine how a U.S. law declaring that OPEC members cannot belong to the WTO would be very effective.
