Going forward, the U.S., Canada, and Mexico can build on Nafta — perhaps even in as large a multilateral context as that proposed by President Clinton’s Free Trade Area of the Americas — to achieve needed harmonization, while continuing on a bilateral basis to address border security.
I'd like to hear more about the "harmonization" that McCain might have in mind here. Harmonization is something that liberal groups like Global Trade Watch are up in arms about, but NAFTA can be controversial on the right as well in relation to its impact on sovereignty, and I supect that proposals for harmonization could cause concerns there.
