WTO citizenship ranking

There is an interesting ranking of the WTO-citizenship of  member states available from the WTO summer program at the HEI .

Guess who's #1? (hint: not Singapore or HK, the usual suspects for die-hard free traders).

Several CIS states and middle-eastern states score very high in the ranking, and there is even an LDC (Lesotho) in the top 10, while Moldova is #1 for services.

The methodology of the agricultural and industrial rankings were based on the level of bound and applied tariffs. As many members cannot afford extensive subsidies they were not deemed a helpful determinant, low levels of subsidy could just be a consequence of budgetary constraint rather than intention.   Services and contingency protection rankings were made on the basis of the number of notifications the particular country had made in respective committees.
