On Friday the 17th, the Ministry of Commerce of China announced the preliminary determination in the anti-dumping investigation on imported propanol from the US. With affirmative findings on dumping, injury, and causation, the decision imposed anti-dumping duties of 254.4% and 267.4% on Dow Chemical Company and OXEA Corporation respectively.
Deeply-buried in the 75-page report is a finding by MOFCOM of "non-market situations in the oil, natural gas, coal and electricity, ethylene, syngas and hydrogen markets of the US" due to "industrial policies" and "subsidies" provided by the "government and public bodies" of the US. So now the US is officially a Non-Market Economy, at least according to China.
