Compliance review in the DS461 dispute, Colombia - Textiles, is proceeding in the strangest order I can remember seeing. Keep in mind that Panama was the complainant and Colombia was the respondent in the underlying dispute. Here's the timeline of the compliance part:
February 9, 2017: Panama proposes suspension of concessions or other obligations under DSU Article 22.2
February 9, 2017: Colombia requests an Article 21.5 panel
February 20, 2017: Panama blocks the establishment of the Article 21.5 panel and Colombia requests that the proposed suspension be referred to arbitration
February 27, 2017: Colombia requests Article 21.5 consultations (to be held 1, 2 or 3 March -- I assume they were held one of those days)
March 6, 2017: An Article 21.5 panel is established
March 9, 2017: Panama requests its own Article 21.5 consultations.
