Last week, I mentioned an ISDS event we will be having at Cato to talk about Lauge Poulsen's new book. We also have one coming up next week entitled “Investment Treaty Reform: The European Perspective,” with Rupert Schlegelmilch, Director of Services and Investment, Intellectual Property and Public Procurement at the European Commission. It will be Thursday, April 7th, at 12:00pm.
Mr. Schlegelmilch will present the European Commission’s perspective on these issues. He will offer general comments on the nature of international investment obligations and dispute procedures, as well as practical considerations regarding the implementation of these rules in the CETA, TTIP and elsewhere. In crafting these rules, the object seems to have been to strike the proper balance between protecting investors and investments, on the one hand, and preserving the ability of governments to regulate, on the other. Mr. Schlegelmilch will elaborate on European thinking about this balance, as well as discuss some of the noteworthy innovations in the Commission's recent proposals. He will speak for about 30 minutes, followed by a Q&A and discussion session.
