This is from the leaked Regulatory Coherence chapter of the TPP:
Each Party should ensure that covered regulatory measures are plainly written, clear, concise, well organized and easy to understand, recognizing that some measures address technical issues and that relevant expertise may be needed to understand and apply them.
OK, not to get too snarky here, but can anyone tell me with a straight face that the Regulatory Coherence chapter itself is "plainly written, clear, concise, well organized and easy to understand"? I suppose they left themselves a way out with that "some measures address technical issues" language, but seriously, it has taken me about 10 read-throughs to have any sense of what is going on in this area.
