The [Pacific Island Forum] Secretariat is looking to appoint a suitably qualified and experienced person to work as the:
• Chief Trade Adviser to Forum Island Countries for Pacific Agreement on Closer Economic Relations (PACER) Plus negotiations
The Chief Trade Adviser will be accountable to the Governing Board of the Office of the Chief Trade Adviser (OCTA) for:
• Establishment of the Office of the Chief Trade Adviser, including recruitment of staff;
• Providing timely, high quality policy analysis and advice in areas relevant to PACER Plus activities and negotiations;
• Providing timely, high quality technical advice in areas relevant to PACER Plus activities and negotiations;
• Management and coordination of the OCTA work programme, including financial management;
• Representation of FICs when directed by the OCTA Governing Board; and
• Team performance and leadership of the Office of the Chief Trade Adviser (OCTA).
Applicants should have an advanced university degree with substantial relevant experience working on negotiating trade agreements at a technical level, including the negotiation of legal text. They should also have a detailed knowledge of regional trade relations between developed and developing countries and relevant WTO agreements. A good working knowledge of FIC trade capacity-building needs is also necessary as is an awareness and understanding of regional trade issues and extensive experience in analysis and report writing.
Previous managerial experience in leading a team of professionals, familiarity with the issues of Forum members and external agencies and experience in dealing with the media would also be beneficial to this position. Financial management and continuous improvement are core responsibilities of the role. Applicants should be willing to travel economy class.
This position will temporarily be based in Suva at the Pacific Islands Forum Secretariat prior to the establishment of the permanent Office in Vanuatu. The appointments will carry a competitive remuneration package.
