I must admit that I was disheartened as I opened the GMO panel report, and my pdf reader told me that it was 2400 pages. It took a while to open. The problem is not (just) the challenge to my laziness, but the fact that many of us who might otherwise study this report will be discouraged and will turn our attention elsewhere. And it is not just the length, but also the method of organization. Even using the table of contents, it is hard to navigate within the report.
This is, to some extent, a transparency issue. Panel and Appellate Body reports have gotten longer and longer, and less and less accessible. National judicial opinions deal with equally complicated legal and factual issues, yet seem able to retain their readability. Is there any solution?
