From Inside U.S. Trade:
U.S. Trade Representative Susan Schwab said at a July 1 press conference ministers had failed to "find closure or even narrow the range" of differences on any aspects of how sensitive and special agriculture products should be designated and treated. "The experience of the last several days has been somewhat disheartening," she said.
So, as a friend writes, should we now start thinking about 2009, assuming that Mark Warner or Al Gore or Hilary Clinton is able to get fast track passed?
Do negotiation theorists have anything to say about this. Was the round unripe, was there not enough surplus, is it mere brinksmanship competing for the surplus? Was it the failure to make it a development round? I think we can now do an autopsy, even if the patient may jump off the table.
